Body of last Japanese victim in hostage crisis arrives in Tokyo






TOKYO: The body of the last of 10 Japanese nationals killed in the Algerian hostage crisis arrived in Japan on Saturday as the prime minister proposed setting up a security council to deal with future threats.

The body of Tadanori Aratani, 66, a former vice president of engineering firm JGC, arrived at Tokyo's Narita airport on a commercial flight accompanied by vice foreign minister Minoru Kiuchi.

The seven Japanese survivors of the siege at the In Amenas gas plant in the Sahara desert and the bodies of nine of the ten dead arrived a day earlier as Prime Minister Shinzo Abe spoke of the nation's "deepest grief".

Foreign Minister Fumio Kishida was at the airport on Saturday, along with JGC officials, to welcome back the body of Aratani. Flowers were laid on the coffin and mourners offered a one-minute silent prayer.

Dozens of foreigners were killed during a four-day standoff that ended in a bloody showdown with Algerian commandos last week, with reports of summary executions.

JGC employed, directly or indirectly, all the Japanese caught up in the siege.

Japan's body count of 10 is the highest of any nation whose citizens were caught up in the crisis and an unusual taste of Jihadist anger for a country that has remained far removed from US-led wars in the Muslim world.

Abe, at a meeting of his senior ministers on Friday, said the nation was in mourning for those killed, while at JGC headquarters in Yokohama, southwest of Tokyo, mourners paid respects in front of a makeshift altar.

In an interview with the Mainichi Shimbun published on Saturday, Abe proposed setting up a national security council to enable the government to take swifter action in times of crisis.

The plan to set up a Japanese version of the US National Security Council comes after the government struggled to collect information on the fate of Japanese nationals during Algeria siege.

"The function of the prime minister's office as a control tower should be strengthened," Abe said, adding that his government may submit legislation to parliament by July.

The aim is to improve the gathering of information relating to national security, enabling the government to take swifter action to reduce potential risks to national interests and its citizens overseas.

PARK CITY, UTAH--The eagerly awaited biopic "jOBS" opens in 2001, when Apple's iconic co-founder arrives at Town Hall on Apple's Cupertino campus with good news. A secret team, Steve Jobs tells his employees, has built a product that will revolutionize the way everyone listens to music. Before he can even show them the iPod, the employees have sprung to their feet, wild-eyed and ecstatic, and their thunderous applause is eventually drowned out only by strings swelling in the background. It's a scene that sets the tone for all that is to follow: for most of the film's two hours, "jOBS" rarely stops clapping for its subject.


The team behind "jOBS," which was directed by Joshua Michael Stern, began working on the project shortly before Jobs retired from Apple in 2011. The script by first-time screenwriter Matt Whiteley covers Jobs' life from 1974, when Jobs attended classes at Reed College in Oregon, to 2001, when he announced the
iPod to Apple employees. Along the way "jOBS" covers most of the major milestones of its subject's time at Apple: the Apple I, the Apple II, the Lisa, and the Macintosh all are shown in development, as Jobs (a hard-working Ashton Kutcher) works to bring his vision of personal computing to the masses. Jobs hand-picks John Sculley to become Apple's CEO, hoping his marketing expertise will help the company overtake IBM in the PC market. But Sculley disappoints Jobs, who alienates his allies on Apple's board of directors and is ousted from the company he started. Only Apple's near-death experience in 1997 is enough to bring him back to Apple -- first as an adviser, then as an "interim" CEO -- and with the success of the Bondi blue iMacs, Apple was ascendant once again.


It's a story that will be familiar to readers of Walter Isaacson's recent Jobs biography or any number of other histories of the company. The opportunity "jOBS" had was to render these legendary events of Silicon Valley's history on screen, and to dramatize the contradictions of a man who remained unknowable even to some of those closest to him.


The movie gives it a shot. Kutcher drew skepticism when he was announced as the film's lead, despite an uncanny resemblance to the man he would be playing. But he throws himself into the role, inhabiting Jobs in his mannerisms and gestures while doing a more than creditable impression of the man's voice. Kutcher also captures Jobs' deliberate, slightly hunched-over walk. At moments, as during an enjoyable sequence in which Jobs recruits members for the Macintosh team, Kutcher disappears into the role.


The filmmakers do show Jobs being a jerk: he sleeps around, he yells at people, he parks in handicapped spaces. He persuades Steve Wozniak (Josh Gad) to perform crucial work for him, but lies about how much he is being paid, so he can dramatically underpay his best friend. An hour into the movie, he fires someone during an argument over font availability on the Lisa.


Yet the filmmakers are more interested in showing Jobs going about the work of being a genius. Over and over again, minor characters explain to him why something can't be done; Kutcher-as-Jobs smiles enigmatically and waves away their concerns. (It is left to someone else, far off screen, to turn his visions into reality.) We watch Jobs out-negotiate a computer parts store owner, lecture the team making the Lisa, and ride to the rescue of the Macintosh. Each time, he speaks of how the technology Apple is building will improve the lives of average people. Co-workers argue with him, but they never get anywhere, because their parts are poorly written and the filmmakers have no interest in showing their subject being wrong about his work. The film mentions Lisa's failure but has no interest in what part Jobs played in that failure; all Apple failures in "jOBS" are portrayed as the result of conservative, backward-thinking executives beholden only to their shareholders. The result is that the viewer spends two hours watching cardboard cutouts lose arguments to Ashton Kutcher.


Kutcher speaks fully 40 percent of the lines in "jOBS." Unfortunately, he has almost no one to play off of. Dermot Mulroney, as early Apple investor Mike Markkula, shakes his head at Jobs' excesses without ever really challenging him. J.K. Simmons, as the Apple board chairman who oversees Jobs' ouster, is a cartoon villain. Women in the film barely exist; an actress playing Chris-Ann Brennan has a single under-written scene informing a young Jobs that she is carrying his baby; years later in the film, a small scene shows Jobs at home with his wife. Only Gad, as Wozniak, gets a scene standing up to the great man -- as Woz quits Apple, he criticizes Jobs for losing his humanity amid a single-minded pursuit of making great products. It's something even Jobs' staunchest admirers have to wrestle with, and the film could have used more of that.


Others will write of the things "jOBS" omits, gets wrong, or simply avoids. My primary disappointment was in how shallow the film felt, given the extensive historical record. In the early days Jobs' co-workers had to wrestle with a man who smelled bad, who cried often, who yelled constantly, who missed deadlines, who overspent his budget by millions. He did it in service of products we love and use daily, and yet his obsessions took a toll on those around him. It also inspired others to do the best work of their lives, pushing themselves further than they ever imagined they can go. There is great drama to be found in all that, but it is not to be found in the saccharine "jOBS."

If you want the beauty of winter without having to brave the bone-chilling temperatures blasting much of the United States this week, snuggle into a soft blanket, grab a warm beverage, and curl up with some of these natural frozen wonders.

Nieve penitente, or penitent snow, are collections of spires that resemble robed monks—or penitents. They are flattened columns of snow wider at the base than at the tip and can range in height from 3 to 20 feet (1 to 6 meters). The picture above shows the phenomenon in central Chile. (See pictures of the patterns in snow and ice.)

Nieve penitente tend to form in shallow valleys where the snow is deep and the sun doesn't shine at too steep an angle, said Kenneth Libbrecht, a physicist at the California Institute of Technology in Pasadena who studies ice crystal formation.

As the snow melts, dirt gets mixed in with the runoff and collects in little pools here and there, he said. Since the dirt is darker in color than the surrounding snow, the dirty areas melt faster "and you end up digging these pits," explained Libbrecht.

"They tend to form at high altitude," he said. But other than that, no one really knows the exact conditions that are needed to form penitent snow.

"They're fairly strong," Libbrecht said. "People have found [the spires] difficult to hike through."

WH, Senators to Begin Push on Immigration Reform












The White House and a bipartisan group of senators next week plan to begin their efforts to push for comprehensive immigration reform.


President Barack Obama will make an announcement on immigration during a Tuesday trip to Las Vegas, Nevada, the White House said on Friday. The Senate group is expected make their plans public around the same time, the Associated Press reported.

For Obama, immigration reform is a campaign promise that has remained unfulfilled from his first White House run in 2008. During his 2012 re-election campaign, the president vowed to renew his effort to overhaul the nation's immigration system. It has long been expected that Obama would roll out his plans shortly after his inauguration.


The president's trip to Las Vegas is designed "to redouble the administration's efforts to work with Congress to fix the broken immigration system this year," the White House said.


Ever since November's election, in which Latino voters turned out in record numbers, Republicans and Democrats have expressed a desire to work on immigration reform. Obama has long supported a bill that would make many of the nation's 11 million undocumented immigrants without criminal records eligible to apply for an earned pathway to citizenship, which includes paying fines and learning English.

But the debate over a pathway to citizenship is expected to be contentious. Other flashpoints in an immigration reform push could include a guest-worker program, workplace enforcement efforts, border security, and immigration backlogs.


In a statement, the White House said that "any legislation must include a path to earned citizenship."


Ahead of his immigration push next week, Obama met today with a group of lawmakers from the Congressional Hispanic Caucus (CHC), including chairman Rubén Hinojosa (D-Texas) , Sen. Bob Menendez (D-N.J.), Democratic Caucus Chair Rep. Xavier Becerra (D-Calif.), and CHC Immigration Task Force Chair Rep. Luis Gutierrez (D-Ill.), the latter's office said. CHC members are expected to play a pivotal role in the debate.


"The president is the quarterback and he will direct the team, call the play, and be pivotal if we succeed. I am very optimistic based on conversations with Republicans in the House and Senate that we will do more than just talk about the immigration issue this year," Gutierrez said in a statement following the CHC meeting with Obama. "The president putting his full weight and attention behind getting a bill signed into law is tremendously helpful. We need the president and the American people all putting pressure on the Congress to act because nothing happens in the Capitol without people pushing from the outside."


A bipartisan group of eight senators, which includes Menendez, has also begun talks on drafting an immigration bill and will play an integral part in the process of passing a bill through Congress. Sen. Marco Rubio (R-Fla.), who has been participating in talks with others senators, has also unveiled his own outline for an immigration proposal.


The group of senators have reportedly eyed Friday as the date when they'll unveil their separate proposal, according to the Washington Post.

Greek economic crisis has cleared the air



































EVEN the darkest cloud may have a silver lining. The sharp drop in air pollution that accompanied Greece's economic crisis could be a boon to the nation's health.












Mihalis Vrekoussis of the Cyprus Institute in Nicosia and colleagues used three satellites and a network of ground-based instruments to measure air pollution over Greece between 2007 and 2011. Levels of nitrogen dioxide fell over the whole country, with a particularly steep drop of 30 to 40 per cent over Athens. Nitrogen monoxide, carbon monoxide and sulphur dioxide also fell (Geophysical Research Letters, DOI: 10.1002/grl.50118).












Pollution levels have been falling since 2002, but the rate accelerated after 2008 by a factor of 3.5, says Vrekoussis. He found that the drop in pollution correlated with a decline in oil consumption, industrial activity and the size of the economy. "This suggests that the additional reported reduction in gas pollutant levels is due to the economic recession," he says.


















In Athens, a combination of heavy car use and lots of sunshine have created serious health problems, so city dwellers should see real benefits. Sunlight triggers chemical reactions that make the car exhaust pollution more harmful, for instance by forming small particulates that cause respiratory diseases. "Hospital admissions for asthma should decline," says Dwayne Heard of the University of Leeds in the UK.












It's not all good news: despite the drop in pollutants, levels of ground-level ozone - another cause of respiratory disease - have risen. Ozone would normally be suppressed by nitrogen oxides, but those have declined. That will take the edge off the benefit, says Heard.












Greece isn't the only country where air pollution has dropped. Nitrogen oxide levels fell across Europe after the 2008 financial crisis (Scientific Reports, doi.org/j74). In the US, nitrogen dioxide levels fell between 2005 and 2011, with the sharpest fall at the height of the recession (Atmospheric Chemistry and Physics, doi.org/j75).












Such declines can be one-offs, or governments can help make them permanent, says Ronald Cohen of the University of California, Berkeley, who led the US study. "A time of crisis is a real opportunity to initiate change." After the 2008 financial downturn, for instance, the US and Europe committed to pollution cuts. "In 10 years, there will be an end to air pollution in the US and Europe," says Cohen. "It's an incredible success story."












Greece, however, is not seizing the current opportunity, says Vrekoussis. "Investments in clean technologies and low-carbon green strategies have been abandoned," he says. "I'm afraid that in the long run the negative effects will override the positives."











Global greenhouse gas emissions initially fell in the wake of the financial crisis, but not by much. Emerging economies like China and India continued their economic growth, so a small emissions drop in 2009 was followed by a huge rise in 2010 which continued in 2011.

AXA, estate of Ma Chi reach deal on compensation






SINGAPORE: The insurers of the Ferrari car involved in a high-speed crash that left two others dead and two injured have reached a settlement with the estate of the deceased driver Ma Chi.

AXA Insurance Singapore and Ma's estate jointly announced that they have mutually agreed on a deal.

They will settle all financial claims between the parties.

All third-party victims or their families will get compensation.

AXA will not look towards the estate of Ma for any payment of compensation made to the third-party victims or their families.

These parties will not make any more claims against each other.

They have also agreed to keep the details of the settlement, including the amount that will be paid, confidential.

In the crash on May 12, 2012, Ma, a 31-year-old Chinese national, is said to have beaten the red light along Victoria Street.

His car hit a taxi, which then hit a motorcycle.

The taxi driver Mr Cheng Teck Hock and his passenger Ms Shigemi Hito died, while two others were injured.

In July, AXA Insurance Singapore notified the family of Ma that it regards the incident as a collision, not an accident.

It won't provide insurance coverage for the family but would settle the claims of third-party victims and then get Ma's family to reimburse it.

The family challenged AXA's stand.

AXA had also asked the injured victims - Mr Muhammad Najib Ghazali, 26, and Ms Wu Weiwei, in her 20s - and the families of Mr Cheng Teck Hock and Ms Shigemi Ito to submit their claims.

Deformed Dolphin Accepted Into New Family


In 2011, behavioral ecologists Alexander Wilson and Jens Krause of the Leibniz-Institute of Freshwater Ecology and Inland Fisheries in Germany were surprised to discover that a group of sperm whales (Physeter macrocephalus)—animals not usually known for forging bonds with other species—had taken in an adult bottlenose dolphin (Tursiops truncatus).

The researchers observed the group in the ocean surrounding the Azores (map)—about 1,000 miles (1,600 kilometers) off the coast of Lisbon, Portugal—for eight days as the dolphin traveled, foraged, and played with both the adult whales and their calves. When the dolphin rubbed its body against the whales, they would sometimes return the gesture.

Among terrestrial animals, cross-species interactions are not uncommon. These mostly temporary alliances are forged for foraging benefits and protection against predators, said Wilson.

They could also be satisfying a desire for the company of other animals, added marine biologist John Francis, vice president for research, conservation, and exploration at the National Geographic Society (the Society owns National Geographic News).

Photographs of dogs nursing tiger cubs, stories of a signing gorilla adopting a pet cat, and videos of a leopard caring for a baby baboon have long circulated the Web and caught national attention.

A Rare Alliance

And although dolphins are known for being sociable animals, Wilson called the alliance between sperm whale and bottlenose dolphin rare, as it has never, to his knowledge, been witnessed before.

This association may have started with something called bow riding, a common behavior among dolphins during which they ride the pressure waves generated by the bow of a ship or, in this case, whales, suggested Francis.

"Hanging around slower creatures to catch a ride might have been the first advantage [of such behavior]," he said, adding that this may have also started out as simply a playful encounter.

Wilson suggested that the dolphin's peculiar spinal shape made it more likely to initiate an interaction with the large and slow-moving whales. "Perhaps it could not keep up with or was picked on by other members of its dolphin group," he said in an email.

Default

But the "million-dollar question," as Wilson puts it, is why the whales accepted the lone dolphin. Among several theories presented in an upcoming paper in Aquatic Mammals describing the scientists' observations, they propose that the dolphin may have been regarded as nonthreatening and that it was accepted by default because of the way adult sperm whales "babysit" their calves.

Sperm whales alternate their dives between group members, always leaving one adult near the surface to watch the juveniles. "What is likely is that the presence of the calves—which cannot dive very deep or for very long—allowed the dolphin to maintain contact with the group," Wilson said.

Wilson doesn't believe the dolphin approached the sperm whales for help in protecting itself from predators, since there aren't many dolphin predators in the waters surrounding the Azores.

But Francis was not so quick to discount the idea. "I don't buy that there is no predator in the lifelong experience of the whales and dolphins frequenting the Azores," he said.

He suggested that it could be just as possible that the sperm whales accepted the dolphin for added protection against their own predators, like the killer whale (Orcinus orca), while traveling. "They see killer whales off the Azores, and while they may not be around regularly, it does not take a lot of encounters to make [other] whales defensive," he said.

It's Official: Women Will Serve in Combat













Women will soon be able to serve in combat, as things officially changed with the stroke of a pen today at the Pentagon.


At a joint news conference, Secretary of Defense Leon Panetta and Joint Chiefs of Staff Charman Gen. Martin Dempsey signed a memorandum rolling back a 1994 directive prohibiting women from doing so.


"They serve, they're wounded, and they die right next to each other," Panetta said of women and men in the military. "The time has come to recognize that reality.


"If they're willing to put their lives on the line, then we need to recognize that they deserve a chance," Panetta said, noting that he wants his own granddaughters and grandsons to have the same opportunities in their lives and careers.


The change won't be immediate, however. While Panetta announced that thousands of new positions will now be open to women, he has asked the military branches to submit plans by May on how to integrate women into combat operations. He set a January 2016 deadline for branches to implement the changes, giving military services time to seek waivers for certain jobs.


Both Panetta and Dempsey said they believe the move will strengthen the U.S. military force.

"Ultimately, we are acting to strengthen the armed forces," Dempsey said. "We will extend opportunities to women in a way that maintains readiness, morale and unit cohesion."


Women have already served in combat in Iraq and Afghanistan, as ABC News' Martha Raddatz and Elizabeth Gorman reported in 2009: Prohibited from serving in roles "whose primary mission is to engage in direct combat on the ground," women in support roles, nonetheless, served in support roles on the frontlines, where they have fought, been wounded and died.


Women have also flown combat missions since 1993 and have served on submarines since 2010.


Panetta noted that 152 women have died serving in the U.S. military in Iraq and Afghanistan. Dempsey said he realized a change was inevitable when he noticed two female turret gunners protecting a senior military officer.


"It's clear to all of us that women are contributing in unprecedented ways to the military's mission of defending the nation," Panetta said. "Women represent 15 percent of the force of over 200,000 [and] are serving in a growing number of critical roles on and off the battlefield.


"I've gone to Bethesda to visit wounded warriors, and I've gone to Arlington to bury our dead. There's no distincton."


Panetta and Dempsey said President Obama supported the move, while warning them to maintain military readiness as they considered the change.

Ford's open-source kit brings era of smart car apps






















OpenXC will set the hacker community loose on Ford's car computer systems – expect a host of apps to improve vehicles' performance and efficiency






















MIRROR, signal, manoeuvre - now set your engine to "supercar". Car maker Ford has just released OpenXC - an open-source hardware and software toolkit that will let the hacker community play around with the computer systems that run modern cars. While the first apps may add nothing more exciting than internet radio, the open nature of the system should eventually lead to custom apps that give drivers far more control over their car's performance.












Most cars are now run by computers that control everything from the engine to the incline of the seats but, until now, the driver has used only the data on speed, engine revs and fuel level. OpenXC will "demystify the details" of a car's software, says K. Venkatesh Prasad of Ford Research and Innovation in Dearborn, Michigan. A driver will be able to download approved apps from a Ford store onto their smartphone that can then communicate with a car's computer system.












Such apps may harness some underused parts of a car. For example, if a car with a weather app told the vehicles behind them when its wipers were on, drivers further down the road would have advance warning of rain. No weather satellite can give precise details about the specific road you're on, says Prasad. "All of a sudden you've given new life to wiper blades."


















If you want to know how your engine is running, apps could display fuel pressure or the boost pressure of a turbo injection. With access to such parameters, apps could let drivers tweak their car's performance. While manufacturers tend to balance their cars between economy and performance, software could push it to one extreme or the other, giving the car owner a more efficient or faster vehicle than the one they bought.












It is unlikely that Ford would approve these kinds of apps - they might not be safe - and so car hackers might try to get around security measures. There are ways to do this that open up a car like a jailbroken iPhone. "Gone are the days when you have to connect wires together, you're now just talking to a computer," says Jay Abbott of Advanced Security Consulting in Peterborough, UK.












Abbott is a cybersecurity expert and car-modding enthusiast who enjoys tweaking a car's performance by customising its software. Most microcontrollers in modern cars use a protocol known as a CAN bus to communicate. Since this protocol is well understood, encryption can be bypassed with off-the-shelf tools such as a CAN bus analyser, commonly used to check your car's software for bugs.












In theory, OpenXC can work with any make of car that supports those standards - Toyota, Nissan and Honda have already expressed an interest. It will be up to individual manufacturers to provide access to the bespoke parts of their system. General Motors also announced a similar initiative at the Consumer Electronics Show in Las Vegas earlier this month, which will open up their cars to third-party app developers.












Sharing diagnostic data would also let manufacturers keep tabs on how their vehicles run once they are out of the showroom. "No question, we can learn from that," says Prasad.











Hobbyists have been tinkering with car software for a number of years, says Abbott, but customised apps should take off with the release of these platforms. "Ford stepping in and opening up to a mass market is great," he says. "It will promote a new generation of innovation."





















A carjacker's dream come true?







Ford's decision to open up car software to third party developers with OpenXC will give drivers more information about their vehicle - but it also raises security issues. An app that controls a car's locking system, for example, might give thieves a new way to break in. It might also be possible to hijack sensor readings and give drivers false information about their speed. Ultimately, it will come down to a trade-off, says security specialist Ben Laurie at Google. "There are things you can do to increase security of the platform, but it is fundamentally impossible to make it both safe and maximally useful," he says. Ford agrees security issues exist, but says OpenXC doesn't introduce a new threat.

Dreamliner battery probe rules out voltage surge






TOKYO: Officials probing the emergency landing of a Boeing Dreamliner said Thursday they will dismantle its battery pack, after the investigation found no evidence of a sudden surge in voltage.

A fire risk from overheating powerpacks emerged as a major concern after pilots were forced to land the domestic All Nippon Airways flight in western Japan on January 16 due to smoke thought to be linked to the plane's battery.

Investigators later released a picture showing the blackened remains of the battery in the ANA plane.

But on Thursday, they said there were no signs of a battery fire, while data gleaned from the flight's digital data recorder showed the powerpack did not suffer a rapid surge in voltage.

The pack's voltage, in fact, had been at normal levels before it rapidly plunged just before the system alert that forced the emergency landing, a Japan Transport Safety Board (JTSB) official told AFP.

But he said the pack -- made up of eight individual lithium-ion batteries -- would have to be dismantled to inspect each of the units, which are similar to those used in mobile phones and tablet computers.

"It was a very normal level of voltage for a lithium-ion battery (shortly before the emergency landing)," the official said.

"But you still cannot rule out the possibility that some of the individual batteries might have been overcharged."

Officials from the JTSB and US National Transportation Safety Board (NTSB) would dissect the pack at the offices of Kyoto-based GS Yuasa, the maker of the next-generation aircraft's batteries, he said.

The powerpack's charger would be sent to its US manufacturer for a closer look, investigators said.

Boeing's fuel-efficient planes suffered a series of problems earlier this month, prompting a global alert from the US Federal Aviation Administration that has seen all 50 operational Dreamliners grounded since last week.

An international team, including engineers from French multinational Thales, which designed the Dreamliner's electrical system, carried out a CT scan of the battery unit at a Japan space agency facility in Tokyo this week.

An NTSB-led investigation is also probing the cause of a fire on a Japan Airlines 787 Dreamliner in Boston on January 7.

That investigation has ruled out battery overheating as the cause, but the powerpack's charger and related components were still being tested.

'jOBS' biopic starring Ashton Kutcher to hit theaters April 19

The Steve Jobs biopic starring Ashton Kutcher will open in theaters on April 19, the movie's distributor announced today.


The indie film, which is set to debut Friday at the Sundance Film Festival in Park City, Utah, on Firday, covers Jobs' life during the years 1971 through 2000 -- a time frame that includes the founding of Apple, as well as his ouster, the forming of NeXT and Pixar, and then his return to the company when Apple acquired NeXT.


The movie should not to be confused with a separate production penned by "The Social Network" and "The West Wing" writer Aaron Sorkin. That movie is said to be based on Walter Isaacson's biography, while "jOBS" is based on widely available information.




Principal photography on "jOBS" began at Jobs' childhood home in Los Altos, Calif., in June. Photos from the production have since leaked out, showing Kutcher and others in costume.


Along with Kutcher, the movie also stars Matthew Modine as former Apple CEO John Sculley, Josh Gad as Apple co-founder Steve Wozniak, and "The Help" star Ahna O'Reilly playing Chris-Ann Brennan, Jobs' girlfriend, and the mother of his daughter Lisa. Other additions include J.K. Simmons and Kevin Dunn, who will play venture capitalist Arthur Rock and former Apple CEO Gil Amelio respectively.

Deformed Dolphin Accepted Into New Family


In 2011, behavioral ecologists Alexander Wilson and Jens Krause of the Leibniz-Institute of Freshwater Ecology and Inland Fisheries in Germany were surprised to discover that a group of sperm whales (Physeter macrocephalus)—animals not usually known for forging bonds with other species—had taken in an adult bottlenose dolphin (Tursiops truncatus).

The researchers observed the group in the ocean surrounding the Azores (map)—about 1,000 miles (1,600 kilometers) off the coast of Lisbon, Portugal—for eight days as the dolphin traveled, foraged, and played with both the adult whales and their calves. When the dolphin rubbed its body against the whales, they would sometimes return the gesture.

Among terrestrial animals, cross-species interactions are not uncommon. These mostly temporary alliances are forged for foraging benefits and protection against predators, said Wilson.

They could also be satisfying a desire for the company of other animals, added marine biologist John Francis, vice president for research, conservation, and exploration at the National Geographic Society (the Society owns National Geographic news).

Photographs of dogs nursing tiger cubs, stories of a signing gorilla adopting a pet cat, and videos of a leopard caring for a baby baboon have long circulated the web and caught national attention.

A Rare Alliance

And although dolphins are known for being sociable animals, Wilson called the alliance between sperm whale and bottlenose dolphin rare, as it has never, to his knowledge, been witnessed before.

This association may have started with something called bow riding, a common behavior among dolphins during which they ride the pressure waves generated by the bow of a ship or, in this case, whales, suggested Francis.

"Hanging around slower creatures to catch a ride might have been the first advantage [of such behavior]," he said, adding that this may have also started out as simply a playful encounter.

Wilson suggested that the dolphin's peculiar spinal shape made it more likely to initiate an interaction with the large and slow-moving whales. "Perhaps it could not keep up with or was picked on by other members of its dolphin group," he said in an email.

Default

But the "million-dollar question," as Wilson puts it, is why the whales accepted the lone dolphin. Among several theories presented in an upcoming paper in Aquatic Mammals describing the scientists' observations, they propose that the dolphin may have been regarded as nonthreatening and that it was accepted by default because of the way adult sperm whales "babysit" their calves.

Sperm whales alternate their dives between group members, always leaving one adult near the surface to watch the juveniles. "What is likely is that the presence of the calves—which cannot dive very deep or for very long—allowed the dolphin to maintain contact with the group," Wilson said.

Wilson doesn't believe the dolphin approached the sperm whales for help in protecting itself from predators, since there aren't many dolphin predators in the waters surrounding the Azores.

But Francis was not so quick to discount the idea. "I don't buy that there is no predator in the lifelong experience of the whales and dolphins frequenting the Azores," he said.

He suggested that it could be just as possible that the sperm whales accepted the dolphin for added protection against their own predators, like the killer whale (Orcinus orca), while traveling. "They see killer whales off the Azores, and while they may not be around regularly, it does not take a lot of encounters to make [other] whales defensive," he said.

Pentagon to Allow Women in Combat













Defense Secretary Leon Panetta will lift a longstanding ban on women serving in combat, according to senior defense officials.


The services have until this May to come up with a plan to implement the change, according to a Defense Department official.


That means the changes could come into effect as early as May, though the services will have until January 2016 to complete the implementation of the changes.


"We certainly want to see this executed responsibly but in a reasonable time frame, so I would hope that this doesn't get dragged out," said former Marine Capt. Zoe Bedell, who joined a recent lawsuit aimed at getting women on the battlefield.


The military services also will have until January 2016 to seek waivers for certain jobs -- but those waivers will require a personal approval from the secretary of defense and will have to be based on rationales other than the direct combat exclusion rule.


The move to allow women in combat, first reported by the Associated Press, was not expected this week, although there has been a concerted effort by the Obama administration to further open up the armed forces to women.


The Joint Chiefs of Staff unanimously recommended in January to Secretary Panetta that the direct combat exclusion rule should be lifted.


"I can confirm media reports that the secretary and the chairman are expected to announce the lifting of the direct combat exclusion rule for women in the military," said a senior Defense Department official. "This policy change will initiate a process whereby the services will develop plans to implement this decision, which was made by the secretary of defense upon the recommendation of the Joint Chiefs of Staff."


Chairman of the Joint Chiefs Gen. Martin Dempsey sent Panetta a memo earlier this month entitled, "Women in Service Implementation Plan."

"The time has come to rescind the direct combat exclusion rule for women and to eliminate all unnecessary gender-based barriers to service," the memo read.


"To implement these initiatives successfully and without sacrificing our warfighting capability or the trust of the American people, we will need time to get it right," he said in the memo, referring to the 2016 horizon.


Women have been officially prohibited from serving in combat since a 1994 rule that barred them from serving in ground combat units. That does not mean they have been immune from danger or from combat.


As Martha Raddatz reported in 2009, women have served in support positions on and off the frontlines in Iraq and Afghanistan, where war is waged on street corners and in markets, putting them at equal risk. Hundreds of thousands of women deployed with the military to those two war zones over the past decade. Hundreds have died.

"The reality of the battlefield has changed really since the Vietnam era to where it is today," said Rep. Tammy Duckworth, D-Ill., a former military helicopter pilot who lost both her legs in combat. "Those distinctions on what is combat and what is not really are falling aside. So I think that after having seen women, men, folks who -- cooks, clerks, truck drivers -- serve in combat conditions, the reality is women are already in combat."


Woman have been able to fly combat sorties since 1993. In 2010, the Navy allowed them on submarines. But lifting restrictions on service in frontline ground combat units will break a key barrier in the military.

Panetta's decision will set a January 2016 deadline for the military service branches to argue that there are military roles that should remain closed to women.


In February 2012 the Defense Department opened up 14,500 positions to women that had previously been limited to men and lifted a rule that prohibited women from living with combat units.


Panetta also directed the services to examine ways to open more combat roles to women.


However, the ban on direct combat positions has remained in place.

MIT website hacked in tribute to Aaron Swartz

A tribute to internet activist Aaron Swartz replaced the homepage for the Massachusetts Institute of Technology today, in an apparent act of protest over the university's role in the legal case that led up to Swartz's suicide on 11 Jan.

For a short time, visitors to the MIT.edu home page found a message that read: "R.I.P. Aaron Swartz. Hacked by grand wizard of Lulzsec, Sabu. God Bless America. Down With Anonymous." The background was watermarked with words from a blog post, written by Swartz, titled "Immoral".

Attributing the defacement to "grand wizard of Lulzsec, Sabu" lent the page a sarcastic air, as it's widely known that the former Lulzsec leader was outed as an FBI informant last year.

The attack on MIT's website came amid widespread criticism of how the university handled the case against Swartz, including an article in The New York Times that quoted Swartz's father as saying: "We don't believe [MIT] acted in a neutral way. My belief is they put their institutional concerns first."

According to MIT's service status page, network service was restored within the university as of 1:30 pm EST. The university had not yet returned New Scientist's request for comment when this story was published.

This is the second time since Swartz' death that the MIT site has been the target of attacks. Previously, an MIT sub-domain was replaced with a manifesto for reform of computer and copyright laws. The authors claimed to be operating as a part of the online activist group, Anonymous.

Malaysia citizenship-for-votes probe stirs outrage






KUALA LUMPUR: For years, charges have swirled that a secret Malaysian scheme gave citizenship to huge numbers of illegal migrants in a politically important state in exchange for votes for the ruling coalition.

Now, an inquiry is finally airing detailed allegations that have the government on the defensive ahead of elections that pose the greatest threat yet faced by the ruling bloc that has controlled Malaysia for 56 years.

A Royal Commission of Inquiry opened last week with ex-officials admitting they gave citizenship to Filipinos and Indonesians in resource-rich Sabah, one of two Malaysian states on Borneo island.

One former official said some 100,000 identity cards (ICs) were handed out in 1993 ahead of a crucial state election, Malaysian news reports said. Another admitted signing hundreds of thousands of ICs in the 1990s.

The testimony has revived accusations of treason against former prime minister Mahathir Mohamad, who is alleged to have masterminded the scheme to shore up support for his government.

As head of the ruling Barisan Nasional (BN) coalition, Mahathir dominated Malaysia for 22 years until he resigned in 2003.

Current prime minister Najib Razak is now battling to rally support for the BN ahead of polls he is expected to call within months, in an era when the coalition's power grip has slipped.

But outrage over "Project IC", as the alleged scheme is widely known, is undercutting his claims that the national electoral roll is free of fraud.

The opposition and election-reform advocates allege massive fraud in voter rolls nationwide and have seized on the testimony as proof of government vote-tampering.

"What we are concerned about is that this is still going on. That's what we want to stop," Ambiga Sreenevasan, head of the clean-elections activist coalition known as "Bersih", or "Clean", told a press conference on Tuesday.

The outlines of "Project IC" have been whispered about for three decades and have bolstered the view of Sabah as a reliable "fixed deposit" of votes for the BN to help it weather challenges elsewhere.

The government allegedly targeted Muslims from neighbouring Indonesia and the predominantly Muslim southern Philippines.

More than half of Malaysia's 29 million people are Muslim ethnic Malays, but indigenous tribes, many of them Christian, predominate in Sabah.

They have bridled at the foreigners, blaming them for crime, drug abuse and economic competition, and alleging their homeland was being stolen.

Najib last June gave in to calls for an inquiry, but the move could backfire, said Ibrahim Suffian, head of independent polling firm Merdeka Centre, calling the revelations "explosive".

"It probably will create a wave of resentment and dissatisfaction among native Sabah voters. This confirms their worst fears," he said.

The population of Sabah, a region of rugged mountains and powerful rainforest rivers that is about the size of Ireland, has surged from some 600,000 citizens in 1970 to more than three million -- more than double the national growth rate.

Malaysia's opposition alleges some 700,000 may have illegally received ICs. A one-time battleground state, Sabah has been pro-BN since the mid-1990s.

The once all-powerful BN suffered a shock setback in 2008 national elections, and analysts predict a close fight with a formidable opposition led by Anwar Ibrahim, a former deputy premier, raising fears that government fraud could play a role.

Najib insists the national electoral system is clean and has highlighted recent reforms such as plans to use indelible ink to prevent multiple voting.

"Let the commission do its work and find out," Najib was quoted as saying by state media, warning against a rush to judgement in Sabah.

Mahathir, still a vocal and influential conservative figure, has denied the existence of "Project IC," but admitted at a press conference last week that foreigners in Sabah were given citizenship, saying no laws were broken.

No one has yet directly implicated him before the commission, but witnesses said last week they were directed by officials close to Mahathir. There has been no testimony yet suggesting "Project IC" was still active.

Hearings will continue for weeks, with some 170 witnesses expected to testify. The commission has until late March to investigate.

The commission's final recommendations are not legally binding, but could lead to pressure for a crackdown on illegals.

Google's Native Client reaches ARM-based Chromebooks




Google has finished a version of its Native Client programming technology that extends beyond mainstream x86 PC processors into the world of ARM chips.


Native Client, or NaCl for short, is designed to let programmers easily adapt the C or C++ software they've written for native software so that it can run as a part of Web apps, too. It's designed for high performance, but it's also got security mechanisms built in to counter the risks of running malicious code directly on the processor. The first version of NaCl, though, only worked on personal computers using Intel or AMD's x86 chips.


Google's David Sehr announced NaCl for ARM today with version 25 of its NaCl software developer kit, which programmers use to build NaCl programs.


The technology is designed so that programmers can bring their existing code to the Web -- for example, game designers who have written a physics engine in C++. But NaCl has been at odds with the Web philosophy in one important way, namely, that NaCl software doesn't simply run on any device with a browser.


Extending to ARM is thus an important for NaCl, because ARM chips power almost every smartphone out there. But this version of NaCl doesn't do that -- it only works on the new ARM-based Samsung Chromebooks.




To reach mobile phones, Google is banking on a revamp called Portable Native Client, or PNaCl. It adopts a low-level translation technology called LLVM that adapts native code to a variety of processors.


"With Portable Native Client, we'll be able to support not just today's architectures, but also those of tomorrow - and developers won't have to recompile their app," Sehr said in the blog post.


With PNaCl, programmers will be able to produce a single package (with the .pexe extension rather than NaCl's .nexe extension) that will run on all supported devices. With today's approach, programmers must produce separate .nexe files for ARM and for x86.


Another major challenge for Native Client is attracting support. It's built into Chrome, but no other major browser maker supports it, and Mozilla is downright frosty about NaCl.


So far you can only get NaCl software through Google's Chrome Web Store. That's also a big departure from the ordinary Web, where you simply point a browser at a Web page to fetch the necessary HTML, CSS, and JavaScript software.


That'll change with PNaCl, too, Google said. The Chrome Web Store is required today to ensure software is compatible with different chip architectures, Google said in a statement. PNaCl sheds this chip-architecture constraint.

The Promise and Perils of Mining Asteroids


Encouraged by new space technologies, a growing fleet of commercial rockets and the vast potential to generate riches, a group of entrepreneurs announced Tuesday that they planned to mine the thousands of near-Earth asteroids in the coming decades.

The new company, Deep Space Industries (DSI), is not the first in the field, nor is it the most well-financed. But with their ambition to become the first asteroid prospectors, and ultimately miners and manufacturers, they are aggressively going after what Mark Sonter, a member of DSI's board of directors, called "the main resource opportunity of the 21st century." Prospecting using miniaturized "cubesat" probes the size of a laptop will begin by 2015, company executives announced. They plan to return collections of asteroid samples to Earth not long after.

"Using low cost technologies, and combining the legacy of [the United States'] space program with the innovation of today's young high tech geniuses, we will do things that would have been impossible just a few years ago," said Rick Tumlinson, company chairman and a longtime visionary and organizer in the world of commercial space [not sure what commercial space means].

"We sit in a sea of resources so infinite they're impossible to describe," Tumlinson said.

Added Value

There are some 9,000 asteroids described as "near-Earth," and they contain several classes of resources that entrepreneurs are now eyeing as economically valuable.

Elements such as gold and platinum can be found on some asteroids. But water, silicon, nickel, and iron are the elements expected to become central to a space "economy" should it ever develop.

Water can be "mined" for its hydrogen (a fuel) and oxygen (needed for humans in space), while silicon can be used for solar power systems, and the ubiquitous nickel and iron for potential space manufacturing. (See an interactive on asteroid mining.)

Sonter, an Australian mining consultant and asteroid specialist, said that 700 to 800 near-Earth asteroids are easier to reach and land on than the moon.

DSI's prospecting spacecraft will be called "FireFlies," a reference to the popular science fiction television series of the same name. The FireFlies will hitchhike on rockets carrying up communication satellites or scientific instruments, but they will be designed so that they also have their own propulsion systems. The larger mining spacecraft to follow have been named "DragonFlies."

Efficiencies

It all sounds like science fiction, but CEO David Gump said that the technology is evolving so quickly that a space economy can soon become a reality. Providing resources from beyond Earth to power spacecraft and keep space travelers alive is the logical way to go.

That's because the most expensive and resource-intensive aspect of space travel is pushing through the Earth's atmosphere. Some 90 percent of the weight lifted by a rocket sending a capsule to Mars is fuel. Speaking during a press conference at the Santa Monica Museum of Flying in California, Gump said that Mars exploration would be much cheaper, and more efficient, if some of the fuel could be picked up en route. Although there is little competition in the asteroid mining field so far, DSI has some large hurdles ahead of it. The first company to announce plans for asteroid mining was Planetary Resources, Inc. in spring 2012—the group is backed by big-name investors such as Google's Larry Page and Eric Schmidt, filmmaker James Cameron, and early Google investor Ram Shriram. DSI is still looking for funding.

Owning Asteroids

While these potential space entrepreneurs are confident they can physically lay claim to resources beyond Earth, there remain untested legal issues.

The United Nations Space Treaty of 1967 expressly forbids ownership of other celestial bodies by governments on Earth. But American administrations have long argued that the same is not true of private companies and potential mining rights.

While an American court has ruled that an individual cannot own an asteroid—as in the case of Gregory Nemitz, who laid claim to 433 Eros as a NASA spacecraft was approaching it in 2001—the question of extraction rights has not been tested.

Moon rocks brought back to Earth during the Apollo program are considered to belong to the United States, and the Russian space agency has sold some moon samples it has returned to Earth-sales seen by some as setting a precedent.

Despite the potential for future legal issues, DSI's Gump said his group recently met with top NASA officials to discuss issues regarding technology and capital, and came away optimistic. "There's a great hunger for the idea of getting space missions done with smaller, cheaper 'cubesat' technology and for increased private sector involvement."

Everyone involved acknowledged the vast challenges and risks ahead, but they see an equally vast potential—both financial and societal.

"Over the decades, we believe these efforts will help expand the civilization of Earth into the cosmos, and change what it means to be a citizen of this planet," Tumlinson said.

The second in command of al Qaeda's Yemen affiliate was reportedly killed in an airstrike in Yemen in December, according to a news report by Arabic television network Al Arabiya, the third time the former Guantanamo detainee has been reported dead since 2010.


According to the report, Said al-Shihri died last month after sustaining severe injuries from a joint U.S.-Yemeni airstrike that targeted a convoy in which he was riding. The al Arabiya account, based on information from "family sources," said that the airstrike left al-Shihri in a coma. He allegedly died soon after and was buried in Yemen.


On Tuesday afternoon, hours after the initial report, a Yemeni government official denied having any information regarding the death of al-Shihri, according to Arabic news site al-Bawaba.


No photos of a body have yet surfaced and no mention of his death has appeared on jihadi forums.
This is the third time al-Shihri, the second in command of al Qaeda in the Arabian Peninsula (AQAP), has been reported killed since 2009. In 2010, the Yemeni government claimed it had captured him. In September 2012, Yemeni news sites reported he was killed in an American drone strike.

Al-Shihri, a "veteran jihadist," traveled to Afghanistan shortly after the Sept. 11, 2001 terror attacks to fight coalition troops, only to be captured weeks later, according to West Point's Combating Terrorism Center. He was sent to the U.S. prison in Guantanamo Bay, Cuba, where he stayed for six years before being released to Saudi Arabia. There, he entered a so-called "jihadi rehab" program that attempted to turn terrorists into art students by getting them to get "negative energy out on paper," as the program's director told ABC News in 2009.

But just months after he supposedly entered the fingerpainting camp, al-Shihri reappeared in Yemen where he was suspected to have been behind a deadly bombing at the U.S. embassy there.


At the time, critics of the "jihadi rehab" program used al-Shihri as evidence that extremists would just go through the motions in order to be freed.

A theory of everything won't provide all the answers









































We shouldn't be obsessed with finding a theory of everything, says Lisa Randall, one of the world's most prominent theoretical physicists












Doesn't every physicist dream of one neat theory of everything?
There are lots of physicists! I don't think about a theory of everything when I do my research. And even if we knew the ultimate underlying theory, how are you going to explain the fact that we're sitting here? Solving string theory won't tell us how humanity was born.












So is a theory of everything a myth?
It's not that it's a fallacy. It's one objective that will inspire progress. I just think the idea that we will ever get there is a little bit challenging.












But isn't beautiful mathematics supposed to lead us to the truth?
You have to be careful when you use beauty as a guide. There are many theories people didn't think were beautiful at the time, but did find beautiful later - and vice versa. I think simplicity is a good guide: the more economical a theory, the better.












Is it a problem, then, that our best theories of particle physics and cosmology are so messy?
We're trying to describe the universe from 1027 metres down to 10-35 metres, so it's not surprising there are lots of ingredients. The idea that the stuff we're made of should be everything seems quite preposterous. Dark matter and dark energy - these are not crazy ingredients we're adding.












Did the discovery of the Higgs boson - the "missing ingredient" of particle physics - take you by surprise last July?
I was surprised that the Large Hadron Collider experiments reached that landmark. I thought the teams would say something very affirming but the announcement of the discovery was amazing. It was a feat of engineering that they got the collision rate up to what it had to be, and the experiments did a better job at analysing the data.












Are you worried that the Higgs is the only discovery so far at the LHC?
I'm not worried that nothing else exists. But I am worried that the LHC might have too low an energy. Had the Superconducting Super Collider been built in Texas, it would have had almost three times the energy. There is a distinct possibility we'll discover things when the LHC's energy is nearly doubled next year. But it's too early to see signs of warped extra dimensions - they will take longer to find.












What would an extra dimension look like?
The best signature of the warped extra dimensions would be seeing a so-called Kaluza-Klein particle. These are partners of the particles that we know about but they get their momentum from extra dimensions. They would look to us like heavy particles with properties similar to the ones we know, but with bigger masses.












What if we don't see one? Some argue that seeing nothing else at the LHC would be best, as it would motivate new ideas.
I don't know what dream world they are living in. It would be very hard to make the argument to build a higher energy machine based on the fact that you didn't see something.

Wen urges "healthy" devt as China's economy slows






BEIJING: Chinese Premier Wen Jiabao has urged the central bank to promote "healthy" economic development, the government said, after the economy expanded at its slowest pace for 13 years in 2012.

Speaking on a visit to the headquarters of the People's Bank of China, Wen called on the central bank to push financial reform and use monetary policy to support the economy, the government said in a statement late on Monday.

"Financial work is still facing a severe and complicated domestic and overseas environment," Wen was quoted as saying.

"We must make full use of monetary policy for the economy to realise continued healthy development," he said, adding prices should be kept stable.

China's economy, the world's second largest, expanded 7.8 percent last year, the government announced on Friday, in the face of weakness at home and in key overseas markets.

The central bank last cut interest rates in July last year, and has instead used its open market operations to boost liquidity to support the economy as growth flagged in the second half.

Last week, the central bank said it would start carrying out short-term operations to manage liquidity in the money market, which analysts say will give policy-makers more flexibility.

Wen called for more financial reforms, including the long-held goals of further liberalising interest rates and making China's yuan currency freely convertible, but gave no details of such moves.

In June last year, the central bank gave banks more flexibility to set interest rates, effectively introducing greater competition and improving allocation of capital.

China last year also began allowing its tightly-controlled currency to trade in a wider band against the US dollar, on the long march for the yuan to become freely convertible.

But Wen also called for preserving financial stability, suggesting future reforms will continue to be incremental.

Wen is set to step down as premier in March, wrapping up a decade overseeing the government and economy.

Li Keqiang, a member of the ruling Communist Party's powerful Politburo Standing Committee, is touted to replace him amid hopes the new leadership might be more aggressive in promoting economic reforms.

North Korea lets foreigners bring in cell phones

North Korea is easing some of strict cell phone rules -- now, visitors can bring their own mobile devices into the country, according to the Associated Press.

While this may seem like a minor move on the part of the North Korean government, it is actually a big step for one of the most closed-off countries in the world. Despite the ease in regulations, foreigners are still not allowed to talk to any locals via mobile device.

For years North Korea's authorities made visitors leave their cell phones at the border or airport when arriving to the country, according to the Associated Press. Now, the new rules allow foreigners to bring their own WCDMA-compatible phones or rent a mobile and buy a local SIM card at the airport. These SIM cards allow calls to Japan and the U.S., but not South Korea.

This change in the rules may have been brought on by Google Executive Chairman Eric Schmidt's recent trip to the country in his push to get North Korea's government to give its citizens more Internet access. On his visit, Schmidt elected to leave his phone in China and rent a local handset.

"We left our phones and laptops behind in China, since we were warned they'd be confiscated in NK, and probably infected with lord knows what malware," Schmidt's daughter, who accompanied her father to North Korea, wrote in a blog post yesterday.

North Korea is known for restricting its citizens' access to cell phones. In 2008, the government banned the use of cell phones to prevent its residents from sharing news about a worsening food crisis. And in December 2010, after the death of president Kim Jong-il, all cell phone use was prohibited during a 100-day mourning period. Those people caught using a mobile device were considered war criminals and "punished accordingly."

The ongoing bans on cell phones seems to stem from the government's desire to keep a tight reign on information flow in and out of the country. According to the Associated Press, more than 1 million North Koreans now have cell phones and that number is growing. However, 1 million people is still less than 5 percent of the country's total population.

Attack at Algeria Gas Plant Heralds New Risks for Energy Development



The siege by Islamic militants at a remote Sahara desert natural gas plant in Algeria this week signaled heightened dangers in the region for international oil companies, at a time when they have been expanding operations in Africa as one of the world's last energy frontiers. (See related story: "Pictures: Four New Offshore Drilling Frontiers.")


As BP, Norway's Statoil, Italy's Eni, and other companies evacuated personnel from Algeria, it was not immediately clear how widely the peril would spread in the wake of the hostage-taking at the sprawling In Amenas gas complex near the Libyan border.

Algeria, the fourth-largest crude oil producer on the continent and a major exporter of natural gas and refined fuels, may not have been viewed as the most hospitable climate for foreign energy companies, but that was due to unfavorable financial terms, bureaucracy, and corruption. The energy facilities themselves appeared to be safe, with multiple layers of security provided both by the companies and by government forces, several experts said. "It is particularly striking not only because it hasn't happened before, but because it happened in Algeria, one of the stronger states in the region," says Hanan Amin-Salem, a senior manager at the industry consulting firm PFC Energy, who specializes in country risk. She noted that in the long civil war that gripped the country throughout the 1990s, there had never been an attack on Algeria's energy complex. But now, hazard has spread from weak surrounding states, as the assault on In Amenas was carried out in an apparent retaliation for a move by French forces against the Islamists who had taken over Timbuktu and other towns in neighboring Mali. "What you're really seeing is an intensification of the fundamental problem of weak states, and empowerment of heavily armed groups that are really well motivated and want to pursue a set of aims," said Amin-Salem. In PFC Energy's view, she says, risk has increased in Mauritania, Chad, and Niger—indeed, throughout Sahel, the belt that bisects North Africa, separating the Sahara in the north from the tropical forests further south.


On Thursday, the London-based corporate consulting firm Exclusive Analysis, which was recently acquired by the global consultancy IHS, sent an alert to clients warning that oil and gas facilities near the Libyan and Mauritanian borders and in Mauritania's Hodh Ech Chargui province were at "high risk" of attack by jihadis.


"A Hot Place to Drill"


The attack at In Amenas comes at a time of unprecedented growth for the oil industry in Africa. (See related gallery: "Pictures: The Year's Most Overlooked Energy Stories.") Forecasters expect that oil output throughout Africa will double by 2025, says Amy Myers Jaffe, executive director of the energy and sustainability program at the University of California, Davis, who has counted 20 rounds of bidding for new exploration at sites in Africa's six largest oil-producing states.


Oil and natural gas are a large part of the Algerian economy, accounting for 60 percent of government budget revenues, more than a third of GDP and more than 97 percent of its export earnings. But the nation's resources are seen as largely undeveloped, and Algeria has tried to attract new investment. Over the past year, the government has sought to reform the law to boost foreign companies' interests in their investments, although those efforts have foundered.


Technology has been one of the factors driving the opening up of Africa to deeper energy exploration. Offshore and deepwater drilling success in the Gulf of Mexico and Brazil led to prospecting now under way offshore in Ghana, Mozambique, and elsewhere. Jaffe says the Houston-based company Anadarko Petroleum has sought to transfer its success in "subsalt seismic" exploration technology, surveying reserves hidden beneath the hard salt layer at the bottom of the sea, to the equally challenging seismic exploration beneath the sands of the Sahara in Algeria, where it now has three oil and gas operations.


Africa also is seen as one of the few remaining oil-rich regions of the world where foreign oil companies can obtain production-sharing agreements with governments, contracts that allow them a share of the revenue from the barrels they produce, instead of more limited service contracts for work performed.


"You now have the technology to tap the resources more effectively, and the fiscal terms are going to be more attractive than elsewhere—you put these things together and it's been a hot place to drill," says Jaffe, who doesn't see the energy industry's interest in Africa waning, despite the increased terrorism risk. "What I think will happen in some of these countries is that the companies are going to reveal new securities systems and procedures they have to keep workers safe," she says. "I don't think they will abandon these countries."

Inauguration: 7.5 Things You Should Have Seen


A presidential inauguration is a big, long event that lasts all day and into the night–and who has time to really watch it? People have jobs, ones that don’t let you off for a federal holiday.


Everyone (or, at least, some) will be talking about it, which means potential embarrassment for anyone who doesn’t know what happened. Thankfully, ABC employs  news professionals stationed in Washington, D.C., to pay attention to these kinds of things and boil off some of the less noteworthy or interesting stuff, presenting you with short videos of everything that really mattered. Or at least the things a lot of people were talking about.


A full day of paying attention to President Obama’s second Inauguration leads one of those professionals to offer these 7 1/2 things:


1. Beyonce Sang the National Anthem


Boy, howdy! Did she ever? Beyonce has essentially become the Obama’s go-to female performer: She recorded a music video for Michelle Obama’s “Let’s Move” initiative in 2011, and she performed at the president’s last inauguration in 2009. Her velvety, soulful “Star Spangled Banner” is getting good reviews.




2. Kelly Clarkson Also Sang


Kelly Clarkson is not as “in” with the First Couple as Beyonce seems to be, but they let her sing “My Country ‘Tis of Thee,” and she did a pretty good job with it. This was kind of weird, though, because at one point she said she loved Ron Paul, although she later said she would vote for Obama.




3.  Obama Talked About Gay Rights


This may not seem shocking since more than half the country, including President Obama, supports gay marriage. But the president made a point of mentioning gay rights during his speech, equating the struggles of the LGBT community with those of  past civil rights movements, and in doing so made history.


He name-checked Stonewall, the New York City bar that was raided by police in 1969 sparking riots to protest the anti-gay crackdown. And he actually used the word “gay”: “Our journey is not complete until our gay brothers and sisters are treated like anyone else under the law – for if we are truly created equal, then surely the love we commit to one another must be equal as well,” Obama said in his address.


Plenty of inaugural addresses have been chock full of rhetoric about freedom and equality, but in the last four years, the political culture surrounding gay rights has changed significantly, as more states legalized same-sex marriage and as broad swaths of the country got more comfortable with homosexuality in general. Obama’s “evolution” on gay marriage, and now his inaugural address, have helped signify that change.




4. Joe Biden Made Jokes and Shook Hands With People


Could we expect anything less?


Here’s how the Vice President toasting Sen. Chuck Schumer instead of President Obama at the big luncheon:  ”I raise my glass to a man who never, never, never operates out of fear, only operates out of confidence, and a guy–I’m toasting you, Chuck.” Watch it:

5. Richard Blanco Read a Poem That Was Sort of Whitman-esque, But Not Entirely


Cuban-born Richard Blanco became America’s first openly gay, Latino Inauguration poet. He read a nine-stanza poem entitled “One Today,” which set a kind of unifying American tableau scene.




6. Obama and Michelle Walked Around Outside The Limo


President Obama walked part of the parade route, from the Capitol to the White House, with Michelle. They waved to people. It is not entirely abnormal for a president to do this at an inaugural parade. But they walked quite a ways.




7. John Boehner: ‘Godspeed’


The speaker of the House presented American flags to Obama and Biden, telling them: “To you gentlemen, I say congratulations and Godspeed.”




7 1/2. Sasha and Malia Were There. 


Obama’s daughters, Sasha and Malia, were there. They didn’t really do much, but they did wear coats of different shades of purple that got a lot of  attention on Twitter.


Reports of the daughters looking at smartphones and applying lip gloss highlighted their day. As did this .gif of Sasha yawning.
